A Request for Information (RFI) is not a denial — it is an invitation to close the gap between what FEMA needs and what your file currently shows. Yet RFIs stall more projects than outright denials, simply because applicants respond slowly, partially, or without the evidence reviewers actually need.
Answer the question that was asked
Read the RFI literally and map each question to a specific document or explanation. Vague, narrative responses invite follow-up RFIs and more delay. Precise, evidence-backed responses move the project toward obligation.
A repeatable structure
- Restate each question and respond to it directly, one by one.
- Attach the supporting evidence and reference it by exhibit name.
- Explain eligibility and reasonableness in plain language.
- Track the response and confirm receipt with your program delivery manager.
Speed protects funding
RFIs carry deadlines, and missed deadlines can lead to administrative denials. Build a standing RFI workflow so each request is logged, assigned, and answered well within the window — with a complete package the first time.
