The challenge
Across California’s Central Valley, winter storm flooding devastated rural road networks that are lifelines for agricultural communities. Yet FEMA initially viewed much of the damage as pre-existing deferred maintenance rather than disaster-caused — a determination that threatened to deny millions in eligible funding.
The "impossible before photo" problem is common in rural recovery: there is rarely a pristine pre-disaster image of a remote farm road, so applicants struggle to prove the road was sound before the event.
Our approach
Building the case with alternative evidence
Rather than accept the deferred-maintenance narrative, we assembled an evidence package from maintenance logs, work orders, inspection records, and engineering assessments to establish pre-disaster condition and disaster causation.
We contrasted FEMA’s rules against the on-the-ground reality, demonstrating where standard eligibility assumptions failed rural infrastructure.
